117. A Study on Inclusive Implementation of SOD 2019

CRD has been conducting a study “Inclusive and gender responsive implementation of the Standing Orders on Disaster (SOD) 2019.” The study iwas commissioned by Centre for Disability in Development (CDD).  The study aims to assess how SOD mandates are operationalized and to identify gaps and good practices across five thematic areas: governance, risk communication and early warning, anticipatory action, evacuation and shelter, and recovery and rehabilitation. It also focused on service provision for persons with disabilities, women, and marginalized groups.

Using a mixed-method approach, including policy review, Key Informant Interviews, Focus Group Discussions, and stakeholder consultations, the study examined SOD implementation from 2019 to 2026 over five weeks. Findings helped to SOD revisions, supporting the Government of Bangladesh, CDD, and development partners to enhance inclusive, gender responsive disaster risk reduction, aligned with the CRPD and Sendai Framework 2015 to 2030. A multidisciplinary team with expertise in DRR, disability inclusion, gender equity, and social research will lead the study.
